97 ZX1100 lacking power

Hi I used to be a motorcycle tech I understand how to do alot but have my weaknesses
(IE this issue) and may be looking outside the box. (can you help?)
Just bought this 97 zx1100 (900$) didn't run when i bought it (was the fuel pump relay )
replaced that guy Ran like crap got a balancer balanced the carbs out ran it balanced again
after i figured out the mixture screws were set wrong and i got rid of that stupid "hanging idle".
So i thought i had it good seemed to run ok idled fine but just didn't seem right .
The next day i traded my other bike for a 2000 ZRX1100 and rode that and was instantly
disappointed in the 97 ZX1100

That's it...
The get up and go of the ZRX makes this ZX1100 look like crap.
What i don't know is if the jetting is right cause i have no info on what should be in the carbs
Or if there had to be any air box mods for the exhaust (for the time).
I wanna say it has a K&N air filter ,I have not ran this bike with out the air
filter yet to see what would happen. I would say it runs like a stock 600cc FI bike as far as getting up to speed (if that makes sense)
It doesn't stutter, or back fire or act like it wants to stall,doesn't pop on deceleration.
It charges well has not been altered besides the plastic being absent he also said that
compression was within 5% of each other but i don't have the tool to figure out if he was right

Mods to airbox to flow more air usually means rejetting. Mods to exhaust likewise. You have a double-whammy reason to examine jetting.

Finally can update this
Took the carbs off the bike and found:
Cloth in one of the emulsion tubes
One of the jet needles is pitted
The shimming for the jet needles where 4,3,3,1 (now set at 2,2,2,2)
And lastly the #4 slide was returning way faster then the rest and all it seemed to be was the
diaphragm wasn't seated properly .
Main jets are (1234) 168,168,170,170
Pilot is 96 i think in all 4.
Carbs have been rebalanced again.
What i have tried that didn't make a difference.
Ran the bike without the air box and the only thing that changed was it lagged a bit that's about it .
What i don't know is what the stock jetting is at 5280ft and what the jetting needs to be with the pipes
