sorry I'm somewhat of a novice when it comes to this stuff, so does that mean having the fluids underfilled would be better than having them overfilled?

I just picked up an 85 VT700 and the guy put some straight bars on it. I like the look but the brake reservoir and clutch reservoir (hydrolic clutch) are setup at an angle now, they were setup for the stock bars which had about a 30 degree downward angle. The rear brake works pretty good but the front brake lever is tough to press, and it doesn't work great but pretty decent. The fuel line looks pretty new.
