Sam, I can't speak to the exact tank bag you're using, but we reviewed a tail bag from Viking Bags earlier this year. I'd expect the quality to be fairly uniform across their line. Vulcan S 650 is another strong contender in this category. They use the same 650cc parallel twin motor as in the NInja 650, so they have a lot more power than your typical 650 cruiser. Not sure if they meet the licensing requirement for horsepower but I'd be surprised if they didn't.

I would check the Bike Boneyard, in MIssoula, Montana. I found a fairing for an older Ninja there years ago.
Just Google "bike boneyard missoula" and you'll find them. Great people to work with, or at least they were three years ago.

Billy, So glad to meet you, and welcome to TMW! You've come to the right place. To jump right in, I think you'll find as long as you're responsible and have some common sense, your 1400cc Intruder wont be unmanageable. It's certainly a little more power than we tend to recommend for beginning riders...

My inclination would be to contact the Maine DMV and see what succor they can offer. Tell them you purchased the vehicle in Maine but are trying to title it in NYC.
