You might have it licked. I've had my bike/car/van absolutely refuse to run until I cleaned the terminals with steel wool and baking soda, and wrenched the cables on tighter'n tight. Then, I'd never have another problem with it.

Bought a Jeep Wagoneer on eBay once. The seller didn't misrepresent it...technically... but we drove four hours to Detroit and it wasn't as nice as it was made out to be. We still bought it. I drove it for almost a year before the engine blew out a rod. Expensive lesson learned -- I should've walked...

Thanks, pchast. Here's the thing: $180-ish for insurance + $30 for plates + $70 for battery + $140 for new helmet = $420 or so to get the bike on the road. Add another $300 for tires? I might not even do the new helmet, to try to keep it under $300.
