Hard to install Valve Lifters

And the project Bike Saga Continues.
This is a Yamaha XS400j Maxim DOHC engine.
I've lapped the valves/seats. Reinstalled the springs and valves and am trying to reinstall the valve lifters. I have 2 of them in, but they are not going in easily. Is this normal? Does anyone have any advice on how to get them in?
