I'm not the man with big answers for big machines more to the tune of 2 stroke scramblers but I've had the throttle stuck open on my 2000 model XJ600N and my DT125LC mk2 before that they both had the same problem they needed a new throttle cable. I could tell straight away on the DT125 I had, but the XJ600N was one throttle cable coming in to a 2 way junction UNDER THE PETROL TANK with another cable and I did'nt understand the way it performed but I found out that the throttle cable was catching with it's counterpart of the cable it was sharing. I would say to check the cable and check the choke cable as that could be stuck on. The four pistons on each of the carbs check and make sure they are moving up and down when you twist the throttle as sometimes the pistons in the carbs get stuck leaving you start the bike up screaming. I hope I've been of some help good luck and Happy Riding and be safe very nice sounding bike GOOD LUCK
