2007 V Star 1100

I am having issues with my 07 V Star 1100. It starts and runs fine. However, when the bike is hot and I come to a stop with the bike in gear it idles high. Almost at half throttle. When I take it out of gear and release the clutch, it idles back down to low idle. I have changed the throttle cables and ensured they are operating normally. I am not sure what is causing this issue or where to start fixing it other than pulling the carburetor and rebuilding it. Anyone have any thoughts?
