I want to ask a question about a non running bike it's a 06 GZ 250 the good
part is the guy bought it approx 9 months ago and never had time to ride it
it's only got 478 miles on the clock pretty clean looking has leather saddlebags
and billet rack probably from when the bike was purchased
The bad part is it's not running he says he knows a mechanic who can fix it for
$150 because "it needs a carb clean and new battery"
I am thinking the tires are prob original and have dry rot and would not pass
inspection (it's kept in a garage) I did not ask him if he did any maintenance on it
or replace the tires The price he is asking is $1750
I offered him $1350 and he accepted do you think I should go for it
and how much do you think I would need to spend to get it running

Take someone who knows motorcycles with you to look at it.
Make sure the tank isn't rusted on the inside.
Make the offer contingent upon the bike being running before you actually buy it. A lot of times "it'll just take $150" can turn into "it needs x, y, z, aa, bb, cc" before it can run properly.
