Learning permit required for MSF beginners course?

I live in WA and I'm wondering if I need to get my training permit before taking the MFC beginner's course? I was reading on California Bike Nights that some states do not require this. I could not find this information on the WA DOL site. Anybody know?

From what I saw, as long as you have a Regular driver's license, you're not required to have a motorcycle permit to take the BRC courses. The motorcycle permit is required if you are not already licensed for motorcycles and plan to ride one on the roadways.

Same here in Colorado. Need a regular driver's license, but bike permits are not required...
