Does this apply to out of the way places? For example, an experienced rider takes a newby to an empty parking lot, culdesac, back road, ect., to teach them how to ride...

I'm guessing that's just up to the cops discretion.

In California, if it is open to the street you need a license. It needs to be gated so that people can't just drive in.

"(c) A person may not drive a motor vehicle in or upon any offstreet parking facility, unless the person then holds a valid driver's license of the appropriate class or certification to operate the vehicle. As used in this subdivision, "offstreet parking facility" means any offstreet facility held open for use by the public for parking vehicles and includes any publicly owned facilities for offstreet parking, and privately owned facilities for offstreet parking where no fee is charged for the privilege to park and which are held open for the common public use of retail customers."

newbie should get a learner's permit. they only cost a few bucks and require you to pass a lousy knowledge test afaik.

You'd think after a few of these, $150 for a year of insurance would look pretty good.

Sure enough they'll tow you, especially if your a repeat offender.

A quote from the ODOT website...
"Driving without liability insurance could result in fines, suspension of your driving privileges, and in some areas your vehicle could be towed. If your vehicle is towed, you are subject to the towing and storage fees. This is in addition to any fines you may have to pay."

The short answer is that they take a broom handle, wrap it in sandpaper, with the scratchy side out, bend you over a barrel and, *edited*

No license + No insurance = Unqualified rider.
