In motorcycle-rich areas, people are used to headlight modulators, and you don't suffer that kind of confusion.

It's only one tiny step to conspicuity. I think the rider's behaviour and awareness is far more important. :)

Here's my argument for modulators:

1. One of the oldest arguments for loud pipes is the false adage that 'loud pipes save lives'. However, if the #1 cause of accidents is due to dolts making a left-turn in front of you to wipe you out, how do loud pipes help that? Wouldn't you rather have something that helps reduce the risk of the greatest cause of accidents? (no, don't start up that whole argument)

2. I've had one on my bike for past year. I've riden every single month, city and country driving. Interstate, country roads, city driving (Wash DC). And I've only had one occasion that I can recall having to slam on brakes due to some idiot cager turning in front of me. I claim that modulator has everything to do with reducing the amount of risk.

If someone gets confused and thinks its a warning light and slows down; fine. If they get confused and think I'm driving an emergency vehicle and pull over to let me pass? Even Better! :-) ;-)

I down in SC last week and asked a police officer about modulators.

He told me that anyone using modulators would be ticketed and would lose in court. I refered him to the section of law posted earlier. His response was: "Sah, SC has been giving the finger to the Federal Government longer than you have been alive. That Yankee cr*p would carry no weight in our courts"

I am not going to risk it.

i think my lawyer would disagree.

if you would feel safer with a modulator, get one. and if you have any trouble, call the local news media and cause a big stink about it.

I have had the system on my MeanStreak for a couple of years now and it's wired to both my headlight and light bar so that all three lights modulate during daylight hours unless I get into heavy shade or tunnels at which times the sensor disables the modulation.
I have never experienced any of the strange things mentioned here, but oncoming vehicles of any kind definitelysee me! as evidenced by the fact that they are still looking at me when I go by  Noticeability, isn't that the whole idea?
