It's an intentional "waiting period" to prevent people rushing out the same day and getting their license then hitting the highway. Same thought behind making you wait when buying a gun.

I took the MSF course in long island NY this weekend, they told us to expect the document in a couple of weeks, I'm excited for that to happen. But to be perfectly honest I still dont feel totally ready to own a bike yet. I'd love to be able to get out on a 600-750cc bike for a couple of days first. Sadly there are no places in the NYC are that I can rent. sucks.
No waiting in Jersey. When you pass the MSF you get an extra endorsement stamped on your learner's permit. You take the endorsed permit to the DMV the next day and walk out with your driver's license updated with a M endorsement. If the MSF classes didn't typically end on Sundays, you could hit up the DMV on the same day.
Both my local dealerships are closed Mondays. Longest 24 hours was waiting until after work the Tuesday after the MSF to go buy a bike. Don't think I got a lot done at work that day.....
Down here you have to take the Intermediate Class to get your license, you take it for $125, you practice all day then do the evaluation and they give you a waiver, if you pass, to take to the DMV to get your license. Otherwise you could give up the learning experience and just do that skills test at the DMV.
