Bike surging when riding

Hello to everyone, I'm a newbee for about a year now. I bought a nighthawk 250 to learn on. Anyway, I went and had a back tire put on about two weeks ago and ever since it has rode awlful. At first I thought it was something wrong with the engine. I took off the gas tank and emptied it and checked the filter and put new in. Put in gas treatment, replaced the spark plugs. This did nothing. I then took the coils to the local shop and had them test them. When I put them back on now it won't even start. It will turn over but that's it. They told me there was nothing wrong with them. Could they have done something to them while testing them. Because it ran before. If not what do I check. And another question is when I get it back running again. Could the tire have been my problem in the first place as far as it surging(like someone is hitting the brake). Thanks

impropper mounting perhaps?

If your coils are bad, you'll get little or no spark. Remove the spark plug, put the spark plug cap back on it, hold the plug with something insulated like rubber grip pliers, ground the plug to the engine and hit the starter. If your coil is working, you should see a fat blue spark jumping the gap. That's the quick test. A more definitive test will involve a multimeter and a shop manual.

By the way, when you put new plugs in did you gap them to manufacturer's specs?

I took the spark plug out and checked it against the motor, and there is no spark at all. Is there a fuse inline somewhere that may have blown or is there anything else inline that could keep the coils from working, because like I said I had them tested at the local Honda shop and they said they were fine. The reason I ask is I can't believe that both coils would go bad at the same time. Neither is giving a spark and could I have shorted something out when I hooked them back up. Thanks
