Mostly because you are familiar with the roads in your neighborhood, so your cautiousness goes slack, and wham, when you least expect it, a new teen driver has just taken out your front wheel.

Statistics sometimes hold a bit of truth to them.
+1, my wreck occurred 4 BLOCKS from my house. Luckily I was fully geared up. No more "quick trips around the block" without gear for me.

I hope by "someone" you mean:

"An attractive young collegiate girl."
Lenny: Hey George I want a dog.
George: Shut up Lenny, you're too stupid for a dog.
Lenny: At least I'm not an @ssoff.

I dunno... I was driving by one of our local dealerships the other day, and we're about 20 from the parking lot, some guy on a brand-new (temp tags, tag still on the helmet) 750 Gixxer pulls out in front of us, hits about 45 (the limit is 35) and pushes down on the front suspension, then revs it hard, up to a wheelie, and goes for about 20 feet. It probably didn't help that he was completely unstable on the thing either, he was swerving while on his back tire, and not just having fun...

Do my tax dollars have to pay for his stupidity (ambulance, ER, preop, surgery, postop, future surgeries, rehab, etc)?

It's about far more than just the individual who is affected.

They are stupid. Moronic. Idiotic.

Nope. Tax dollars don't go to any of that stuff. Maybe the cost of the police to come though. But they show up at cage accidents too. So we pay that all the time.
A dog had his chain reduced one link at a time, every few days, until his chain was so short he could barely move. He never resisted because he was conditioned to the loss of his freedom slowly, over time. Are we in this country becoming like the dog?
