Yup it was that way in the Philippines too, though there were more cars. The crazy thing is that I didn't see one accident. Also a 2 lane road becames a 3 lane road. Either everyone is a safe driver, or both parties leave the scene without exchanging insuarance info (if they have insuarance). People there don't seem to be caught up on their cell phone and they don't have the mentality that they own the road like in the States. Just my observation...

I left in 1989, but went to visit last November. Planning on going again next March or so. I notice that they were all driving slowly (motor vehicles travelling the same speed as bicycles). People slowed down for other vehicles in their path instead of slamming on the gas to scare them out of the way. No one was on a cellphone. No one was drinking a Starbucks. No one was driving a Lexus, so I bet a tiny 15mph fender bender would not be urgent enough to block traffic and call the police.
