The run around on the paperwork sounds like BS. It probably means that there is a lien on the title or something.

I'm with them. If the title was such a minor thing, this guy would have it. The fact that a title exists in another state is immaterial. The title is not in his hands and doesn't have his name on it, which bascially means he doesn't own the bike. I wouldn't touch that deal with a ten foot pole.
