Heck, I wave at every other biker I see! To date, about half to 3/4 have waved back. Most that don't are on other cruisers, or are pretty obviously not yet comfortable enough to wave back. The only one that has pissed me off so far was a guy who was on a sportbike, started to wave, then stopped, shook his head, and rode on...
