I think so. I don't lift my feet to the pegs until I feel the bike has forward momemtum. In fact, when I first started riding, I took 3 "take off" steps lol LRL before pulling them to the pegs. Less upper body stability means the lower half becomes even more important. Otherwise the bike drops.
