Seriously, the 599 is almost 100HP. Actually it's 97HP to be exact. That is too much for a beginner ... In fact, it's too much for 95% of riders on the road!

I think it would not be an ideal choice. I've been riding around the 06 CBR 600RR and the Kawasaki ZX-6R at the dealer. The power band of the ZX-6R is like this: (I'm guessing its similar to the 599 because the zx6r is a I-4 with 130 HP)
1500-6000 RPM = very tame, nothing to kick you off the bike. If you could stay in here, I think it'd be a nice beginner bike, but of course thats not always possible.
6000-7000 and above= somewhere in there, the bike kicks into sport bike mode and just takes off. I think it would be frustrating for a beginning rider to experience this in traffic, but thats just me, I would hate for that to happen to me in traffic.
I'd think you would have just as much fun on a smaller bike.
