Second value is there
The Second value you're talking about is present on the value but nothing is attached to it

it keeps replacing something on there with "value" but... if there is indeed a second spot to hook a hose, you need to hook up or find the vacuum line that should go to it. Otherwise you're never getting gas outta that tank. Start looking for loose lines.
Of course I'm generalizing from a single example here, but everyone does that. At least I do.
