As has been said. The damage does not appear severe enough to seriously effect bike performance HOWEVER, your bike is now seriously devalued. When you go to sell it you will get beat up big time by a prospective buyer for that.
Bottom line is You were parked and he hit your bike. Whether you think it was legally parked or not this dipdtick is supposed to know where he is driving.
Get after him for a proper repair. You are entitled to that.

You tried to save the spaces for people with cars, you're a nice guy. But you have to look out for number 1. You bike deserves a parking spot just as much as those cages.
i'd get as much as i could from him by means of him paying cash. and if for some reason he doesn't see it that way you could always express that it would be ashame that that amount of damage could happen to his cage caught in a wal-mart parking lot by a runaway shopping cart.
