Check to see if your bar ends are binding against the grip.
Check the cables for proper routing, make sure the return hasn't snapped.
Don't ride the bike like that, it's considered to be basically really unsafe.

Of course I'm generalizing from a single example here, but everyone does that. At least I do.

throttle
When was the last time you lubed the throttle cables. Try doing so before you ride again. Stuck throttle totally unsafe.

You may have a wire (internal, used mostly on earlier American bikes, Cushman,Indian,HD, but still used on customs) not cable operated throttle. In this case its just fine. Federal government regs. mandated snap back throttles at same time as wrong shifting. (1975) You know we had to follow the Japs and Germans rather than Brits, because they treated us so good in the past!
If you have cable check for fraying at both ends. Make sure throttle stop (if you have) Isn't sticking. Make sure cable isn't binding. Take apart throttle and clean and relube. (it may need replaced if badly worn) Most common cause is just grit. Also hit your linkage on carb with carb cleaner. Also check and make sure housing isn't pinched somewhere like in the fork stop.

cable
On my bike the throttle cable jumps back because of the spring in the carb. check the linkage for smoothness all the way back to the carbs. Look for any rough sliding as you twist it- usually something simple- unless plastic is involved- that wears.
