I don't know ANYONE who would more happily fall off their bike just because they're wearing gear. I know you didn't say that people would happily fall off their bikes, but by saying that when someone DOESN'T wear gear that they are somehow going to be better riders because their nerves and muscles will know that they're in danger is the same thing: the nerves and muscles DON'T know that gear is being worn, and so then relax!
Riding is a mixture of instinct and common sense combined with intelligence. Not wearing protective gear is a complete removal of one of these vital elements for survival.
