Hey everyone, I had a fork seal leak and some of it blew onto my pipes leaving quite a mess after they cooled. Is there any way to clean this seemingly stained oil off them now that it has baked on?

Just try simple chrome polish first. Put a thin film of the polish in the desired area, let it set there for a few minutes, then wipe it off.
My friend had the same problem when he put too much gear oil on his chain. He rode it right after and flung that crap everywhere...we used Turtle Wax chrome polish and it worked.
