In North Dakota you take a 25 question test that you only need to get 18 correct on, that gets you your class M permit which is good for 6 months, costs $5. To get a class M you need to take a simple riding test that takes anoth 10 min or so, and is also $5. If you take a MSF class you don't need to do the riding exam as long as the MSF class was in North Dakota.
