Okay. I tried some Barkeeper's Friend on my pipes, and the tarnish didn't budge. It usually cleans steel (pans blued by use on the stove, e.g.) to perfectly new, but this is chromed, not stainless. So oxalic acid (the active ingredient in B.F.) may not be the ticket.
Is there an equivalent product for reducing the oxides on blued chrome?

Try some "Blue Away," made by a company called Competition Chemicals. It's the absolute best on blued chrome. It's kind of expensive, $10 retail for a small bottle, but you'll be amazed at how well it works. Any decent bike shop should have it.
Let me get this straight... it's one down and four up, right?
