IMHO, if you're looking to increase your visibility at night get a Helmet Halo. It puts the reflective material up high, where it's most easily noticed by other drivers.
Has anyone got a source for that reflective tape that is pretty much black in normal light? I want to put some reflectors on my jacket but don't really want to change the look of the leather that much.

The stuff you are talking about is "retroreflective" material.
Do a search for various retroreflective products. totalmotorcycle did an article on streetglo.net a while back, as a company that sells reflective tape/stickers, etc.
