ive ridden in cross/head winds well over 60mph before, i dont like it, but it wouldnt stop me from riding.
I rode in winds on a trip that were around 70-75 mph combined with rain, it was one of the sacariest rides ive done thus far, and I was on my own about 300miles from home in the middle of rural t no where. I rode my bike basically laying across the tank with the bike on a permanent lean anglerying to counter the cross winds. When I came across cars I would tuck right in behind them and draft them to realx for a few mins then push on. I got slammed with side gusts that lifted me off the bike.

Definitely need some more options for higher speeds. As Paul said, here on the baldass prairie, wind regularly tops 30 mph.... I have never said 'too windy' based solely on wind. Too windy and rainy... sure, but if I can stand up in it, Ill ride in it.
I would say anything above 40 is my limit. It's just one more obstacle that I don't need to deal with out on the road. Why risk hurting yourself or dumping your bike if you don't have to.
When I start seriously to lose control of the bike. That is when it is gusty and strong. I don't have an anenometer attached to the tail (I think that's what you call those little whirly things that measure wind speed) so I have no idea what this means in numbers of mph.

This is a great topic, I just don't have any great answers. I seem to like riding in windy (as defined by the weather channel) conditions. Crossing bridges seems to be the hardest part as the winds seem to be the strongest there.
