If it's really not fixable (like JackGreen says.. maybe it's just a security issue?) then perhaps we can switch out some of the smilies that appear in the normal box at the left...?

I was also thinking that if there's a way for you to display their smilie code instead of the caption in the pop up box, then maybe we can just pick the code out and type it in.
I changed my local IE11 security settings but couldn't get them to work still... so before I start looking even deeper into this can ANYONE using IE11 use the "View more smilies" link and pick+insert a smilie into a post? This way I know it's just me or not.

BTW - I can definitely choose different smilies for the box. :D
