1984 Honda VF500C Magna v30 - *** Wet Weather Issues

HI guys.

the bike is in perfect condition and everything is fine
under Dry Weather.

On a Wet Day, - say it rained all night,
it does start properly -
When running, I only get real poor engine performance.
When you twist the throttle - you don't feel more power from the engine.

The plugs are brand new.
The battery is brand new.
I use premium gas.

If the next day is perfectly dry - it runs real great.

Any ideas would be appreciated

Is the bike out in the elements? That is, is it getting rained on directly or is it sheltered? A temperature/humidity issue would be different than a moisture seepage issue.
