There is a definite riding season in L.A.. The number of riders goes way up around April or May and by October or so the numbers of riders drops way off again. San Deigo, on the other hand, seems more inclined to bike year round from what I've seen.
I was in a dealership earlier today and they were grumbling that they would probably run out of street bikes soon... he said they'd sold 7 over the weekend and there were a lot of people looking at bikes when I was there. At least two sold in the time I was there. The guy's complaint was that by June (which he said was their best sales month) they wouldn't have anything to sell and they wouldn't be able to get many more bikes because the factories were switching to the '07 models...
As far as they were concerned it was all gas prices.
I've seen a lot of bikes on the road recently that normally wouldn't be. I saw a beat up old honda CB125 in a parking lot the other day that looked like it hadn't been used since the '80s.

Play dirty when you haggle, the dealership usually will if they can! Friend of mine argued for hours until he got a good price on a new mustang. Halfway through the paperwork he said "oh, and I want new floormats too." They got reeeeeeeeeally mad but at that point they didn't care, they threw 'em in for free!
Get as many discounts/free gear as you can! Heck, maybe you'll even get a new lid if you try hard enough!

Salespeople can totally fixate on their quotas too... use it. I was in a shop yesterday (last day of April) and the salesperson basically said "I can't go lower on the price, but I can throw in a new helmet, a new jacket, a new ANYTHING almost... I need the sale today." Today? Same guy could care less... he's got a whole month to make quota.

i was thinking if i could offer them $9000 OTD but then i will buy lojack installation, extended warranty, GAP insurance, and frame sliders, and spools

They do this b/c they know we'll buy what we want, and if we miss a payment, they just talk to the chain of command and they get paid before we do. With this knowledge, they'll finance anyone with an LES (leave and earning statement), usually with a lovely interest rate around 20%.
How in the holy blue heck does this apply to you? One of my soldiers, against my instructions, purchased a 2k6 GSXR600. Brand spanking new. From the local dealership. His OTD price? $8800. I tell you this b/c if it can be done in a military town, you better believe you can get it cheaper elsewhere. 80 miles south of here, another one of my guys picked up the same bike, with full leathers, two helmets, and a tank bag for $8600.
Set your price, haggle - and if they won't deal, walk away. This unfortunately is not the best time to buy, but you should still be able to nail this for less than $9k.
