If you actually read the short article, it explains the reason for the number on the starship....

I did, it's not right though... :)

It's certainly a Constituion Class Starship post refit to Heavy Cruiser from the looks of the outside which makes it post stardate 7523.2 but it isn't the Enterprise.

The RX designation suggests that it has experimental technologies onboard jointly developed between the Federation and the Romulan Empire.
