You're half right.
On the Bandit I'm pretty sure I understand that the 'powerband' (circled area) means that you're increasing your horse power (and speed) extremely quickly during that RPM range which is why it's not that great of a beginners bike since you're accelerating quickly.
The 'power band' is the RPM range (band) where you're getting the most power output. On the bandit that would be from about 9500rpm through 11000rpm.

The circled areas are why it's not a great beginner's bike. That power spike can catch you off guard and be difficult to control. Although the 'power curve' on that dyno isn't all that bad. Look up the dyno's on stuff like the GSXR, CBR & R6. Some of those will be closer to what you're seeing on the HP v MPH chart.

I don't understand the HP v MPH chart though. It looks like a gear shift @ 50mph, but the bike should make maximum HP in EVERY gear.

Tq and HP can be thought like this. HP is top speed, Torque is what gets you there. When you twist your wrist and get pulled back into the seat you are experiencing torque.

If something has 100 foot/pounds of torque that means if there was a 1 foot lever attached to it it could would be pushing at 100 pounds at the end of it. HP is just (torque X RPM)/5252 which is why at 5252 RPM the HP and Torque match.

Oh and if the dyno chart shows MPH it was probably done in whatever gear give you a 1:1 direct drive ratio.
