Yep. Some bikes don't cut the headlight, though - my '89 Suzuki Katana doesn't, but my '86 Yamaha Radian does.
According to the clymer manual, the 86-90 Radian and FZ600 are essentially the same bike.

But anyways, I did some further investigation, and I did find that the starter button is just sticky enough to be drepressed to cut the headlights, but not actually starting the bike.

After a quick clean, this is no longer a problem.
