That was a non-refundable deposit. So tell him that he can either pay in full, or you'll keep the cash and relist the bike.

I agree with the others. Keep the deposit. Explain to him (nicely) that he entered into a contract with you when he purchased it on eBay and that you will report him and leave negative feedback if he doesn't follow through with the arrangement. Give him 7 days to pay up and, if he doesn't, report him to eBay. You should also get to relist free of charge I believe.

just be careful, because if he paid you the deposit via paypal, he can file a complaint with paypal, and they will eventually debit your account and pay him back. Its happened many a time. Just keep that in mind.

That said, i'd keep the $200 if it were me.

They shouldn't be able to do this though. He WON an item and payed a deposit. Read the Ebay rules, "winning is a legally binding contract." He's made a contract to pay what he bid. Trying to lowball now breaks the contract and he should forefit his deposit and the bike should be relisted.

Did the Auction state "Non-Refundable Deposit"
and "No Refunds and / or Returns?"

Yes buying in ebay is a legal contract to purchase the item. If you are selling a vehicle they ALWAYS have an upfront deposit and if you did it right, you should have mentioned that full payment would be due by a certain amount of time or they will lose their deposit.

If that time has expired (usually like a week or two), its their fault.

Ebay has charged you to list the item, and because they won, they charged you a percentage of the sale price even though you were never paid. You also probably got a fee from paypal for the deposit transfer. You have shelled out alot of money and that deposit is rightfully yours.
