If I could ditch the cable company... I would in a heartbeat. Unfortunately, my cable connection is supa-fast... I may ditch it anyway. The phoneco is offering a whole package for what I pay for Telebizzhon and Interweb: phone, Sat TV (with a ton more channels), DSL (and no, that's not D1ck Suckin' Lips).
We're the first ones to starve
We're the first ones to die
The first ones in line for that pie in the sky
But we're always the last
When the gravy's shared out
For the worker is working when the fat cat's about

Depends on the source of the download, the cable provider, and what sort of bitrate throttling they do, as well as what ports they plan on blocking... eg, Shaw has managed to identify "torrent" downloads and now throttles their DL speed to about 5kbs which isn't bad until you realise a normal movie is 700mb. This is intended to limit illegal downloading, but some places have legitimate reasons for those types of downloads. Blizzard uses a modified torrent system to distribute game patches for example.
Of course I'm generalizing from a single example here, but everyone does that. At least I do.

~5 Mbps downstream. And Adelphia doesn't "fudge" with torrents. My cable FTW! I'd gladly drop down to 3Mbps down for 1.5 Mbps upstream.

educational places tend to by a few kilostream lines and tie them all together.. i used to get insane download rates at uni, and couldn't write to the zip disks fast enough to keep up
