That is the Fuel Pressure Regulators job, which is on the fuel rail itself.

I had a CBRF4i hydrolocking on the #2 and #3 cylinders. Blew my mind. I never thought a fuel injected bike could hydrolock. After a few hours, I found that the diaphram in the Fuel Pressure Regulator was ripped (just guessing, could not take it apart). The regulator gets vacuum pulses off the #2 and #3 cylinders and was dumping fuel into the vacuum ports. No thanks to Honda on that one.
