If you are in the US hand signals arent good enough on bikes newer than like '65. im pretty sure they all have to have signals if they are newer than '65, but not quite sure, that could be just Ohio too.

if its an XL185 make darn sure its a 2 stroke before putting premix in. IIRC a lot of the honda XL series enduro bikes were 4 strokes.

if it has an oil injection tank thats a pretty good indicator that its a 2 stroke. many of the old street legal 2 strokes had oil injection so you didn't have to premix gas and oil.

if its not too much trouble to get it running than I think it would be just fine to learn on. I wouldn't hold off on the MSF course. I passed it with no problems going into it with basically zero riding experience

Hmmm. eBay has 20 parts for this bike, so that's not good. If there's no major damage you may not need more than standard consumables, available at your Honda stealership. Since you have the bike already get a Clymer's manual and read through. The XL185 is a 4 stroke, so don't put 2t oil in it. Single cylinder Hondas are near bulletproof. Just change the oil every 1,000 miles/2,500km and you're good to go.

Actually, turn signal laws differ by state. Colorado says turn signals are not required. You can search google by typing in "'your state' motorcycle laws". It should pull something up.

hmm dad swore up and down it was a 2stroke...guess not

thanks for the help. I think we'll at least take a look at it and see if anything can be done. The engine should be totally fine. We'll just hope there arent many surprises.
