Its the 'lets blame everyone else but us' mentality. Kid slips on his own drool and cracks his head on the schooldesk? Schools fault, sue!
I bet you anything this is less 'for the children' and more 'lets not get sued' by prevent any and all possible injury, discomfort, or emotional upset to children.

My Dad gave me a swingset for my 7th birthday, then he set it up in front of a brick wall.
I got a big plastic bag for my 5th... he told me it was a space helmet.

See now this is why I should never be allowed to become a parent... I have a similarly sadistic sense of humor sometimes.

er lets see..
lawn darts at 6. got a chainsaw around then too

wood burning kit at 8
first shotgun at 9. first rifle at 9
pellett/bb guns came standard at birth
a fun day was jumping repeatedly from the top of the barn
go kart at 7. (promptly ran that at full speed into the nearest fencepost, metal steering wheels tingle)
There was an elderly welding unit that you had to clamp the er..what do they call those parts that actually clamp the metal and the rod? anyway those hung down just at about the same level as a large rack of cleavers, knives, bone saws etc... and because we raised cattle an industrial sized hambruger grinder which was always plugged up....
Is it just me or did teachers just used to help you wipe the blood from whatever part you'd bashed when you came flying off the swingset headed for LEO?
I'm alive well and seemed to have lived long enough to develop a nice case of carpal tunnell
Course im not from anything even remotely resembling a town....
