I was going to give a "Newsflash" but Mintbread beat me to the point... the industry is worried about the long term effect of new riders being discouraged from getting bikes.

As for small-CC riding... I saw this picture last night....

And we don't have enough <33bhp bikes being released in the UK as it is.

That said restrictor kits continue to be illegal, so 21 year olds can still get Gixxsers and V-Max's, they just have to have them restricted first.
