Saying this completely from the outside - you came across as kind of a tool to me in how you responded to Loonette. She was totally right in that its different in every state. After being rude to her and she gave you a link to the answer - someone else had to follow the link she provided and told you the process for your own state rather than doing it yourself. 
The process here in MA is like Loonette described in Ohio. Take a test, paper permit, same limited driving only a helmet is always required. After the road test (dmv or MSF course) you get your real license with everything included. They mail it to you later though, you don't get it on the spot.
