The feature Sev mentioned is from Vbulletin boards, not PHPBB, but there is probably a mod available to ingnore specific users. Heck, if you use firefox there is probably a greasemonkey script that could do it.

I'm just too lazy to do the actual searching right now.
If the person in the next lane at the stoplight rolls up the window and locks the door, support their view of life by snarling at them.
