you could also try to buy a used tire that is still good enough for the streets if you're really short on cash.

If you are going to be afraid to run a tire with a patch, buy a new tire. I ran a tire with a plug in it for a long time, a year or so, and just a few days ago I took it off and patched it. Plan on running it like that for a long time. You need to be comfortable when you ride, like i said buy a tire if that is what it takes for you. Have fun riding.
