You do have to have a drivers (vehicle) license to buy a motor vehicle ( includes motorcycles) in N.C. To get a license tag the DMV requires proof of insurance. (
No drivers license =
No insurance). If you should get caught without the M (for motorcycle) endorsement on your license you
can be fined. Good luck getting insurance then! You can purchase a bike before the MSF course but I would not encourage riding it on the street

Be smart and take the course first, IMHO!!

Yea, I'm in the same situation here as well. The classes are all full here until January. I'm doing the same thing. I'm getting my bike, rideing it home along with a friend of my dads, and keeping it at my house.
Ill just ride it around the neighborhood everyonce and awhile to get it out and about. But I don't plan on putting anymore then 100 miles on it until I take the course so i can my license.
EDIT: This is only because I have experience with dirt bikes.

Yeah, here in CO you have to have proof of insurance to register the bike, but you don't have to have any license or permit to register it. I haven't bought a bike from a dealership, so I don't really know on that part of it, but I did hear a guy making a deal at our bike shop, and nothing was mentioned about having a permit or a license. (He ended up riding it home, but was obviously experienced.)
