If it's not the stem, check around the bead if you've gotten the tires changed relatively recently. Some bobo mechanics don't clean the rim when they take the old tire off leaving old crud that interferes w/ the beading process on the new tire.

I'll second this. My first bike had this problem until I had a new set of tires put on it, where the shop cleaned the bead before putting the tires on. No more leaks.
