Actually $2500 for a 500cc "first bike" is a buy I'd deal with. From the looks, it's had a lot of extra work done. Whether that's out of necessity or fun, you'll have to be the judge when you look at the bike. Of course check the condition of everything.
But for $2500 on a first bike, that's a price I'm willing to do. We paid that for DHs '91 14k kms and about for my '00 w/74k kms.

Yep, I would follow the advice to what everyone else has said.
But I just wanted to add, yes there were some things changed later on, but nothing major to where the older ones are undesirable. They were very minor infact, esp. with the 500's. They changed less than the 250's. So the old ones are just as good as the newer ones.

Yeah im yet to get a reply to how many km's the bike has on it but when i do ill post it. but im still looking you never know i might find a better deal and i might be able to get him down to a lower price as he likley wont want to store it longer than he has to.

That's the part I'd work on if I was satisfied with the bike's condition. Anything less than $2500 is gravy in my book. But you don't want to insult the guy by lowballing him.

Maybe 250s do, but MSRP on a new Ninja 500 is $5049.

98: $2665
If this is the case for the condition of the bike, and you are CERTAIN $1640 is the best number they could put on the bike, since he's asking 25, print out the BB value, take it along. If the bike is outstanding, well kept and you are satisfied and want that bike, I'd say "I know $1640 is the blue book value (present print out). I think 25 is a little high and I don't want to lowball you, so how's an even 2 sound? I can give you cash now". You'll take the bike home.
btw, have the cash on you. Money talks.

I know what you mean waving fairly large ammounts of cash in people face can do wonders for persuasion.

Because I am kind... honest
Where was I, oh yes. That is a really nice looking example, go and check it out. It would be far better to own a really well cared for '92 model than a 'beater' '04.
