There is a guy in my area that uses two large ammo boxes as hard saddle bags. It does not look pertty, but it works for him.

First glance at this photo and I'm wondering how they managed to get that column balanced on top of the bike in addition to the milk crate...

I think my mind plays with me when it gets bored.

The wind can shift stuff (especially bulky, lightweight items like a sleeping bag). A sharp turn can shift stuff . . . off the seat and into your wheel. At 65 mph that will be catastrophic.

If your load is shifting due to wind or a sharp turn, I'd suggest that it just wasn't secured properly. Never heard of the danger of bungee cords before. I've used them exclusively to haul large amounts of gear on cross country camping trips. As long as they're good quality bungees and they're properly secured, the load shouldn't bunge an inch.
