He mentions needing a new shifter pedal and peg. Is that easy to replace, if I did it myself? Could a bike still be ridden with a bent shifter/peg?
I rode on a broken shift pedal. Obviously you'd rather not, but it can be done until you are in a position to get it fixed. If its bent, you can just bend it back out with a pair of pliers (I had to do this on a VF I bought that had a bent peg).

Of course if the thing is missing the shift-pedal ENTIRELY. . .yea, you're gonna wanna get that sucker in ASAP - but depending on cost, sounds like a good deal.

My ex500 was 2k. Looks beat up but that's what's so great about a first bike. No biggie if I drop it.
