Biggest problem with electric vest is that your arms freeze. (especially with windscreen) True they keep core warm but on a bike if you cannot keep arms and hands/feet warm the vest will just be wasted money. Try to get what you need most first.

I've ridden year round for 20 years here in Canada and this is my way of staying warm and dry.

Long underwear has got to be number 1
A large windscreen- mine goes out past the bar ends, up to eye level, and down the forks some distance to just cover my knees. it was $50 used, and i have 3 others on other bikes at about the same price.
Handle bar muffs- found on every despatch riders bike in the UK, but not here. Go to an outdoors store that caters to ATV riders. I think I paid $20 for some from ATV Logic.
Hot grips- the best think since the internal combustion engine. Inside the bar muffs, my hand sare bare to minus 10. Then I wear cotton gloves.
Rain gear cuts the wind completely.
Toque under your helmet!
Dickey round your neck. (sort of a rollneck without th sweater)
Take an electric vest, fold it in half, lengthwise, and recover your seat, or just sit on it. Keeps your butt and ball warm, warms the big arteries which run on the side of your legs and feed your feet.
Thin socks and thermal socks.
Combat boots.
Apart from the rain gear, I wear the gear all day as I work in deconstruction.

Jeez, apart from the windscreen and heated grips, that sounds a lot the rig I wore when couriering in Vancouver. Never been a big fan of windscreens on a bike, find that they act too much as an air brake or a flippin' sail when you get gusting cross winds.

When I picked up my current Honda Sabre, the first thing I did was remove the big ugly after market screen and cowling the previous owner bolted on. Damn thing was heavy and I am pretty much sure that was what screwed up front fork springs and head bearing. Had to get the front forks rebuilt inside and the bearing replaced.
