It is, it's a TV show called Speeders Fight Back.
They follow cops who pull people over for speeding, then interview them, film their court appearance, etc. The interesting ones make it on TV.
What you saw were actual court proceedings, an actual ticket, etc. The rest of the stuff were hammy interviews and semi-setups for TV.

i've always wondered how people like that can get a license to ride a bike.
